Why are boys and girls allowed to swim in the same pool?

at my daughters school next year, in PE there will be a swim unit and boys and girls have it together? Why is this allowed? Wouldn't this make girls feel uncomfortable and open them up to potential harassment? Also, why are boys allowed to be shirtless even in the presence of girls? Why is no sense of modesty maintained?
